Two people who master kung fu together found Dragon Tiger School. Wong Jianglong and Wong Fuhu even teach martial arts to street youth so that the school becomes a symbol of justice. Wong Fuhu's son Dragon decides to leave, thus losing contact with his half-brother Tiger. Dragon's reason for leaving is that his father, Wong Fuhu, marries Tiger's mother. After losing his mother in a fire, Dragon is raised by his neighbor Ma Kun and eventually expands his circle and becomes the leader of the gang as much as his right hand. Lord Shibumi, a representative of the black arts, gives Ma Kuna the Lusha tablet and takes Ma Kuna under his command. However, during a meeting between the White Lions and the city's other big gang, Ma Kuna, the Plaque accidentally switches to Tiger. Makuna gives the task of bringing the tablet to his best fighter, Dragon. After this incident, the lives of the two brothers collide again.
