We are in the future world where the polar ice melts. Everything is covered with water. It is impossible to find dry ground to step on. The survivors lead a primitive life in steel-framed cities built on the waters. Cities are usually governed by councils of elders, and they believe that the land is not flooded, but swept away. The man who calls himself the Enforcer represents the law. People's biggest fear is gangs of robbers. A sailor, fleeing from these looters, manages to reach one of these cities with his small sailboat. The Elders ask the Sailor to impregnate the women of the city.
