The American economy is not so rosy, so the prestige of the American president is falling day by day. The president needs war to be popular again. Considering that the Cold War is over and there is no such enemy as the Soviet Union, it was decided to declare war on Canada under a false pretext. propaganda campaign is launched. Things spiral out of control when Bud B. Boomer (John Candy), the sheriff of the border town of Niagara Falls, takes the campaign too seriously and organizes his men. and organizes an expedition to Toronto, which they consider the capital of Canada.
