Geoff Talley is a police officer with the Los Angeles Police Department who mediates hostage cases. But one day, when something goes wrong and he can't stop the kidnapper from committing suicide and killing the kid, he gets depressed and asks to be transferred to a small town. Searching for the peace he lost in the city he came from, leaving his wife and child behind, Talley finds himself in more trouble than before. Three teenagers trying to steal a car are forced to take the family hostage when things go wrong. But the hostage family is not ordinary either. Sonny Benza, one of the mafia bosses of West New York, has millions of dollars in his family home, and the ringleader Mars, who understands this, will not leave town without this money. Learning of the situation, Benza takes Tully's wife and daughter hostage and the situation is completely out of Tully's control. The quiet town he came from has turned into a nightmare worse than Los Angeles.
