After a violent drug heist in Los Angeles, LAPD detectives identify the three members of the gang: Lenny "Pluto" Franklyn, a college graduate with a sadistic streak and an IQ of 150; his not-so-bright friend Ray Malcolm; and Ray's girlfriend Fantasia. The police conduct an extensive investigation and discover that the criminals have fled to Star City, Arkansas. The LAPD detectives reach out to local police chief Dale 'Hurricane' Dixon and embark on a journey to Arkansas. Dale, an experienced rural family man with a knack for solving internal issues, is intrigued by the opportunity to join the manhunt and becomes friends with the two detectives. However, when he sees a photo of Fantasia, he recognizes her as Lila Walker and uncovers a secret she had been hiding about her past.
