The film is directed by Andrzej Bartkowiak, cinematographer of Speed and Lethal Weapon 4, and produced by Joel Silver, producer of The Matrix. Two great families, tightly clinging to brutal traditions, are waging a relentless war. Black and Asian gangs fight for control of the dark world of Oakland. At the head of the Asian gang is Po Sing, and the other gang is led by a ruthless ringleader named Isaac. News of Po's death reaches his older brother Han Sin (J. Lee), a former police officer who is later imprisoned in Hong Kong for taking responsibility for all the crimes his father committed. During Khan's imprisonment, his entire family immigrated to the United States and his father became one of the leading figures of the Chinese mafia. Khan escapes from prison and comes to America to unravel the secrets he took with him to the grave with his brother's death, and those responsible for his death. A new brother emerges and becomes the target of gang wars. In this brutal world of cruel rules, Khan declares his own war. Things get complicated when Han falls in love with Isaac's sister, Trish.
