In a small town, a teenage girl named Keri Johnson (Sherilyn Fenn) meets Packard, a violent, jealous, and caring gang leader for Keri. Packard is jealous of Carey. Jake Casey (Charlie Sheen), a newcomer to town on a motorcycle, encounters Keri and asks her how to get somewhere, while Keri tells him she will show him the way by getting on a motorcycle, but Packard, who arrives at the same place, gets angry and argues with Jake. The last straw for Packard and his gang, who saw Jake Casey again on the beach they went to, was a conversation at sea between Jake and Carey. An argument with Jake Casey turns to murder and Jake is killed. In the past, a robot man (Spirit of Vengeance/Ghost) comes to Packard and scatters them. Thinking he's just a maniac, Packard and his gang are forced to race the next day by a man named Turbo Inteceptor, whose black car is actually a "Dodge M4S" and none of the gang can see his face. After the race, he kills them all one by one. Neither the gang member nor the police caught the man. Meanwhile, as Keri and Padcard's relationship deteriorates, the man with the black car is finally revealed to be Spirit of Vengeance Jake Casey.
