Governor Neilson thinks two Police Academy in one city is unnecessary. He announces that only one of the schools will continue to train, and a humorous conflict begins between Commander Lassard's police officers, each of whom has different characters, and Commander Mauser's strong sailors who are bound to the pedestals.
